The install target in bsd.sgml.mk uses the shell script to make
the links when installing.  It doesn't make sense to make the
links at build time because you cannot "install" a link--it would
just copy the file pointed to by the link.

I just cleaned the Japanese handbook build directory on
www.freebsd.org to force a rebuild on the next update cycle, so
the links should be installed there.

When you have everything just about ready, let me know.  I would
like to quickly look over the setup before it gets committed.
Either email me a tar file, or put one somewhere on freefall that
I can look at.

I hope this sets a precedent for translators to other languages!
