There are two places where language links should be added.  (1)
On the home page, and not only English->Japanese, but
Japanese->English.  (2) In the top "button bar" that appears on
virtually all the pages.  The second is important for people who
don't come in through the home page--for example when they find
something in Alta-Vista.  These should, of course, point to the
appropriate version of the specific page.

I'll think about this some more...
