-----
This script is meant to be the only script loaded on your client. Most 'normal'
people are not going to be using an FServe client for normal chat purposes.
It is possible that if you load this script along with other scripts, it could
cause other scripts to mess up when you enable or disable the FServe.
-----
While the FServe is enabled, you will not be able to regularlly DCC CHAT with
someone, as the FServe will see all DCC CHAT text as commands for the FServe.
-----
This script has only been tested on BitchX, though it should work on EPIC,
i haven't tested on EPIC. If you use EPIC, please let me know if you find
any problems, or if it works at all!

Client Problems:
It seems that if an active DCC file xfer is cancelled by the remote
user before it compeletes, no DCC_* hook is called for that. All you see
on the local side is: DCC Remote <nick> closed dcc send

A user may quit and re-trigger the fserve and their current download counter will
be reset. I'm looking for a workaround for this now. This is bad, I know, but
until there's a hook called for this, im forced to do it this way
